The State Construction Control Bureau (SCCB) ensured state control over construction works in 297 construction sites during the first half of 2018, and currently the control over construction works still continue to be carried out at 237 sites. When compared to the same time last year, the number of sites subject to control has increased by 50%. In total 60 sites were commissioned during the first half of 2018. The largest of these – multifunctional sports and recreation centre in Bauska, swimming pool and gym of the Līvāni 1st Secondary School, Liepāja Athletics Arena, Sigulda Palace complex, Daugava Stadium in Riga, Limbaži municipal multifunctional sports and health complex, Song Festival Bandstand in Mežaparks and the conversion of buildings at Citadeles Street 1, Riga.

 

In addition to conformity with the regulatory enactments, SCCB shall use measuring instruments for assessment of construction sites in order to perform the quality control of the work of construction participants. During the first half of 2018 SCCB performed various measurements (72 measurements in the aggregate), such as:

• conformity of location of the structures constructed in nature with the parameters specified in the building design;

• conformity of the embedded concrete;

• conformity of the reinforcement embedded in concrete;

• conformity of the embedded metal structures (thickness, chemical composition, hardness);

• torque values of the screws;

• conformity of the elevation spots with the values specified in the building design.

 

When performing the day-to-day control over construction works, SCCB building inspectors have concluded that industry companies, in which an efficient internal quality control system is introduced, have fewer discrepancies, particularly where the quality control system is based on the requirements laid down in the construction standards (Eurocodes) and their underlying rules.

 

The construction work control results are easily viewed in the Construction Work Control Interactive Map available on the SCCB website. A new design with convenient search tool has been developed for the map. There you can search for SCCB inspected sites according to name, address, owner type, construction type, as well as search for construction participants. The results of control over construction work, as before, have been presented by three colours, green, yellow and red, where the green means that violations have not been detected, yellow   violations have been detected, and red   significant violations have been detected, consequently the construction works have been suspended throughout the site or in a certain part of the site.

 

Prior to commencement of the construction work control, SCCB shall arrange meetings for participants in the construction process as part of the “Consult First” principle, thereby contributing to a common understanding of the application of regulatory enactments. Overall, 303 participants in the construction process – representatives of industry companies – have been informed at meetings during the first half of this year.
