In the field of construction, SCCB performs:

  • supervision of the construction, and acceptance, of:
    • group III public buildings (with a total floor area of more than 1000 sq.m), if the construction requires a building permit
    • structures that are subject to the environmental impact assessment procedure
    • military buildings
    • national border structures
    • power transmission lines that have the status of objects of national interest
    • maritime structures
  • supervision of the operation of:
    • group III public buildings 
    • military buildings
    • national border structures
    • maritime structures
  • functions of a building authority for:
    • military buildings
    • national border structures
    • power transmission lines that have the status of objects of national interest
    • maritime structures

In the field of certification and supervision of construction experts, SCCB:

  • Assesses the competence of construction specialists in the field of expert review of construction
  • Awards, registers, suspends, revokes, and renews the certificates of construction specialists in the field of expert review of construction
  • Supervises the independent practice of construction specialists in the field of expert review of construction
  • Issues permits to foreign construction expert review specialists enabling them to temporarily provide their professional services in the Republic of Latvia, and issues official opinions pertaining to the recognition of professional qualifications of construction experts specialising in the expert review of construction

As the controller and holder of the Building Information System (BIS), SCCB:

  • Maintains the operation of BIS and the availability of the information in it;
  • Provides free consultations on the use of BIS;
  • Provides a digital environment to support the following processes, registers, database activities, and electronic services:
  1. the construction process, including the initiation of construction, obtaining a building permit, circulation of construction documents, commissioning of a structure
  2. classification of building merchants
  3. register of building merchants
  4. register of construction specialists
  5. register of building inspectors
  6.  register of residential building managers
  7. register of independent experts in the field of energy performance of buildings
  8. single electronic work time record database
  9. circulation of building energy certification data

In the field of energy engineering, SCCB:

  • Monitors and supervises compliance with the conditions of the national support mechanism for the production of electric power from renewables or through cogeneration
  • Manages government assistance for the administration of energy-intensive manufacturing companies
  • Provides and supervises the protected electric power user sale service
  • Monitors the operation of the national support system for the energy sector
  • Manages the energy performance obligation scheme and the energy performance charge
  • Supervises the implementation of the requirement to implement an energy management system in government institutions and municipalities
  • Monitors the execution of mandatory energy audits and compliance with the energy management obligations of large power consumers and large companies, assessing the statements and annual reports they submit
  • Monitors voluntary arrangements
  • Monitors the achievement of energy performance targets
  • Manages and works to improve the energy savings catalogue and the register of energy efficiency service providers
  • Manages energy audit reports
     
  • Assesses fuel quality, in accordance with external regulations
  • Supervises fuel suppliers in terms of the obligation to sell renewable energy sources
  • Provides national oil product security reserve services, which includes operating as a central reserve maintenance body
  • Manages licences for hydrocarbon prospecting, hydrocarbon exploration, and extraction, and the determination of licence areas, including the supervision of merchants; it also functions as the competent authority in the field of hydrocarbon prospecting, exploration, and extraction

The competence of the Bureau does not include:

  • assessment of administrative rulings issued by local governments and building authorities, and the real activities of these entities, including the supervision of their activities;
  • supervision of the legality of the construction process in apartment buildings and detached houses;
  • assessment of actions or omissions by residential building managers;
  • provision of explanations on binding legal regulations.
