In September 2018, the first release of the European Regional Development Fund (ERDF) project “Development of the construction process and information system (1st round)” has been introduced, and an environment has therefore been established in which the design and construction project can be co-ordinated electronically.
It is possible for legal and private entities in the Construction Information System (CIS) under supervision of the State Construction Control Bureau (SCCB), by authorizing via www.latvija.lv unified authorization tool, to submit a construction intention, to obtain the necessary co-ordinations and building permits in electronic form since September 2018.
During the Project implementation, the CIS development work took place within the scope of construction intention and the building design review and co-ordination process. Some of the improvements implemented so far include:
- a workplace of the submitter of the construction conception has been developed;
- a workplace of the issuer of technical regulations has been developed;
- a workplace of building authority or another institution carrying out the functions of the building authority has been developed;
- exchange of data with other information systems has been ensured for the development of the co-ordination process;
- payment administration functionality has been improved;
- a reporting system has been developed, by sending automatic reminders regarding works and time limits during review of the building design;
- process for monitoring of system users has been improved: technical safety means have been provided, which will allow to track the activities of persons involved in the process of co-ordination of building designs;
- search and data selection functionality have been improved;
- many persons involved in the testing of the developed process, including building authorities, issuers of technical regulations, submitters of construction conception, etc.;
- drafting of the necessary amendments to regulatory enactments.
In the course of introduction of the first release of the ERDF project, existing e-services have been adapted to the electronic workplaces of the persons involved in the construction process (“Electronic Receipt of the Construction Intention and the Building Design Co-ordination”; “Data from the Register of Construction Merchants”) and the newly created e-services (“Receiving reminders”; “Application for Granting the Classification of the Construction Merchant”), providing convenient access to them and reflecting e-service result in the electronic workplace.
At the same time with the development of the system, training of users took place. In total, there are currently 209 employees of building authorities and bodies performing the functions of the building authority and 372 other users of the system (submitters of the intention, issuers of technical regulations, designers, supervising authorities) that have been trained. Training materials, video recordings and instructions for use the system are available on the SCCB website: www.bvkb.gov.lv, as well as on the www.bis.gov.lv portal website.
Project implementation and CIS functionality improvement work will continue until August 2020. The next works to expand the CIS functionality will involve improvement of monitoring of the construction process.
