On Tuesday, 26 November, an agreement was signed between the State Construction Control Bureau (SCCB) and the Central Finance and Contracting Agency (CFCA) providing further development of the Building Information System (BIS) in terms of process optimisation and automation.

The agreement signed on the European Regional Development Fund (ERDF) project “Development of the construction process and information system. 2nd round (No. 2.2.1.1/19/I/005)” states that over the next four years it is envisaged not only to supplement and improve the solutions already available at www.bis.gov.lv but also to produce new ones. It is expected to create a new functionality for coordination and taking of decisions regarding structures, offer unprecedented possibilities to use data of electronic working time accounts in construction supervision, develop a BIS mobile app, establish a record that includes disposal of construction waste, and introduce other major innovations.

The purpose of the project is to boost efficiency of construction process, productivity of the sector and to promote use of information and communication technologies in construction process and building lifecycle management. This will improve accessibility of public administration services and ensure re-use of the data at the disposal of the State. At the same time it would reduce administrative burden, expenditure related to the organisation of construction process and the time necessary for handling documentation. It would also improve the process of submission and coordination of the construction intention, risk-based supervision process, as well as notification and information process. It is important for us that the Building Information System is not only functional but also easy to use while ensuring objectivity and transparency,” emphasises Uldis Jansons, Acting Director of the SCCB.

Important BIS improvement activities have also been carried out within the framework of the 1st round of the ERDF project, namely construction documentation process has already become completely digital – at the moment it is possible to submit a construction intention and handle all construction administrative documentation electronically up to the commissioning of a building. The project has enabled to create a working environment based on user needs – a working environment adapted to a submitter of an intention, a designer, building authorities, controlling institutions and those that issue technical regulations providing work flows necessary for each specific target group. It has also established access to other participants of construction process and all persons related to a construction case thus ensuring a single working environment and availability of documents in one place.

The 2nd round of the BIS development was co-financed from the ERDF funds. The total funding of the project is EUR 3.075 million, including the ERDF funding of EUR 2.614 million and national co-funding of EUR 0.461 million. It has already been announced that starting from 1 January 2020 each new construction intention will need to be submitted only electronically in the BIS, as prescribed by the Construction Law of the Republic of Latvia.
