Changes to the construction permit/simplified design shall be necessary if the performer of construction works, performer of construction supervision changes during the commencement of construction; performer of the supervision, responsible building specialists assigned by the construction merchant; coordinator of labour protection or initiator of construction.
The initiator of the construction or a person authorised by it shall be responsible for the changes to the construction permit. If the initiator of construction changes, the application regarding changes to the construction permit shall be submitted by the new construction initiator.
Construction cases initiated in paper form must register historic construction by selecting the appropriate type of application “Application for Change in Construction Authorisation”, “Application for Changes in Simplified Purpose”. With the application, it is possible to change:
• Participants to change the participants in the construction process in the annex to the construction permit;
• insurance - submit insurance policies;
• re-register – change the construction agent to another person;
• extension: extension of the period of validity of works;
• Repair - Repair clerical errors.

Process description

  1. Enquiry step
    For the receipt of a service, it is necessary to submit an application to which the construction permit is attached (if it has been issued in the past without using the construction information system); copies of the documents certifying the right of use, if the information is not available in the State information systems, and information regarding the compulsory insurance of civil liability of the new performer of works (the issuer of the insurance policy, date, number and period of activity)) and other documents necessary for attesting the re-registration of the rule of law of the construction permit, including the prior consent of the owner of real estate to use the construction project.
    Documents can be submitted using the Construction Information System (bis.gov.lv).

  2. The step
    If all the necessary information has been submitted, THE BVKB Construction Board Commission shall make changes to the construction permit or issue a reasoned refusal, providing information regarding the decision taken WITH BIS.
