The service shall ensure the possibility for the initiator of the search for hydrocarbons or exploration and extraction of hydrocarbons to submit a submission to the responsible institution (together with the documents specified in regulatory enactments) with a proposal regarding the determination of the licence area.
In the case of a licence area at sea or immovable properties owned by the State, a merchant who wishes to carry out the search for hydrocarbons or the exploration and extraction of hydrocarbons may submit a proposal. The determination of the licence area on immovable property other than State property may be proposed by the owner (owners) of the relevant immovable property or by a person authorised by him or her.
The responsible authority shall, after receipt of an application and examination of documents within a period of 1 (one) month, prepare a draft Cabinet order regarding the determination of the licence area.

Process description

  1. Service Request
    THE recipient OF the service BVKB shall submit a proposal for the determination of the licensing area. Documents may be submitted in paper or electronically. In paper format, documents may be submitted remotely using postal or courier services. By electronic means, the proposal may be submitted by electronic mail and signed with an e-signature.

  2. Receipt of services
    Following the issuing of an order of the Cabinet regarding the determination of a licence area for the search of hydrocarbons at sea or in non-residential properties owned by the State, BVKB shall be published by the Latvijas Vēstnesis and in the Official Journal of the European Union an invitation for tenderers to participate in a competition regarding the application for a licence for the search of hydrocarbons. WITHIN one month after the issuing of an order of the Cabinet regarding the determination of a licence area for the search for hydrocarbons or exploration and extraction of hydrocarbons in non-residential properties other than State property, or the rejection of a Cabinet order, BVKB shall inform the initiator thereof. BSOB shall inform the initiators either electronically and signed by e-signature or by post.
