The service applies to changes to the construction project, which have been performed in conformity with Section 16 (22) of the Construction Law, i.e. changes to the structure location, construction volume and facade solution shall be allowed after co-ordination with the building authority or the institution that performs the functions of the building authority. Changes may also include the construction work of the first or second group civil engineering structures, the first group building or the second group auxiliary building not provided for in the construction project.
The service shall not apply to changes to the construction design that have been made in accordance with the conditions of paragraph 115 of the General Construction Regulations; paragraph 69.
The Construction Board Commission shall take one of the following decisions:
1) co-ordinate the changes without amending the conditions of the construction permit;
2) co-ordinate the changes and amend the conditions of the construction permit;
3) refuse to harmonise changes.
The Construction Board Commission may refuse the harmonisation of changes or the modification of the conditions of the building permit if the intended changes substantially affect the architectural shape of the building or do not conform to the requirements of regulatory enactments, insofar as the control of these requirements is within the competence of the building authority or of the institution performing the functions of the building authority.
If changes are provided for in the main type of use of the building, in accordance with Section 14, Paragraph five of the Construction Law, the Construction Board Commission may decide on the need for public consultation of the changes. The public consultation of changes to the design of construction is subject to the same procedures as the public consultation of the construction plan.

Process description

  1. Enquiry step
    If the construction process is carried out electronically, the service shall be requested in the Construction Information System (BIS).
    Document necessary for requesting a service - “Application for making changes to a building project”.
    An authorised BIS public portal user may create and submit a submission regarding changes to the building design so that the Construction Board Commission can evaluate changes to the building design and take a decision regarding the changes. Construction cases initiated in paper format must register historic construction, selecting the appropriate type of application “Application for Change in the Construction Project”, which is located on the types of application for the construction permit or explanatory article.
    If THE construction process has not been commenced BIS, the service may also be requested in person or by submitting a duly formed submission with the documents attached thereto by post.
